Lead Agency RFQ

The San Francisco Unified School District (SFUSD or the District) ExCEL Afterschool Programs Office invites interested community-based organizations (CBO) to respond with their qualifications to serve as a Lead Agency in designing, planning, coordinating and operating an effective and high-quality afterschool program that supports and aligns with the District’s goal of eliminating the achievement gap. With this Request for Qualifications, the District will provide to principals and individual school site stakeholders a list of pre-qualified CBOs from which principals and stakeholders may evaluate and choose as a Lead Agency. Those agencies selected as Lead Agencies will be committed to the goals of SFUSD’s Strategic Plan and a commitment to supporting school communities in providing an Afterschool Program that is focused on the ExCEL Afterschool program components of Academic Support, Recreation and Enrichment while directly adding value to the overall school program and assisting the school to achieve its own unique goals as specified in their Balanced Scorecard.
The anticipated schedule for creating a list of Qualified Candidates is:
- RFQ Issue Date: October 15, 2012
- RFQ Question Submittal Date: October 29, 2012 – 5:00pm – submit questions to: SFUSD ExCEL Department at email@example.com. Answers will be posted by November 5,2012
- APPLICATION due: 12:00 p.m., November 30, 2012
- Qualification Notification: January 19, 2013
- Appeal Deadline: January 26, 2013
- Final Notification: February 10, 2013
- List of Qualified Lead Agencies distributed to Principals: February 10, 2013
- Selection of Lead Agency by school site Principal: March 31, 2013
- Service Start Date July 1, 2013 or August 21, 2013 depending on grant funding allocation.

Question Submittal Responses
Question: On page 15 of 20, it states that the most recent audited statements of the organization must be submitted as part of supporting documentation. On page 17 of 20, the application, it does not list the most recent audited statements of the organization as a requirement for supporting documentation. Which is correct?
Answer: Page 17 or 20 is correct. The most recent audited statement is NOT required.
Question: I received an application via an email announcement. There are some discrepancies between the emailed version and the pages 16-19 of the RFQ. What should I do?
Answer: Please use the word document application that is posted on the RFQ page of the ExCEL website.
Question: I did not see the sample contract in the RFQ.
Answer: Please see this APPENDIX III document.
Question: Can the electronic version of the Public Profit evaluations be used as supporting documentation?
Question: On page 15, the required supporting documentation includes copies of current administrative, personnel and fiscal manual, do you want copies of all these documents as they are quite long.
Answer: Please only submit copies of policies that relate to the after school program administration. Enrollment policies, applications, job descriptions, etc.
Question: On page 11 of the RFQ, it says “one copy (of application) per agency;” however, on page 16, Appendix I, it says, “one application must be competed for each service category checked.” Can you please clarify how many application my must submit if we plan to apply for elementary, K-8 and/or middle, and high school (summer and school year)?
Answer: An agency need only complete one application even if they are applying for more than one service category. Please disregard the notice on page 16, Appendix I which states: “one application must be competed for each service category checked”. If an agency is applying for more than one service category, the application should include their experience in each of the services categories.
Question: Can an organization apply to be a lead agency if they've run fee-based afterschool programs, but have never run Excel programs?
Answer: Any organization can apply for the RFQ if the agency feels they have met the Minimum Qualifications listed on page 10 of the RFQ, Section VI: Lead Agency Qualifications
