Comprehensive Safety Plan for Every School

A “safe school” is a place where students can learn and teachers can teach in an atmosphere that maximizes potential.

Historical Background: In 1998, SB187 became effective requiring all California schools to have a Safe School Plan. The School Site Council is responsible for developing and writing the school safety plan. The School Site Council includes participation from teachers, classified employees, parents, law enforcement and school administrators.

SB187 requires that the comprehensive school safety plan includes, but is not necessarily limited to the following:

  • Assessment of the current status of school crime committed on school campuses and at related school functions.
  • California Safe School Assessment (CSSA)
  • Identification of appropriate strategies and programs that will provide or maintain a high level of school safety and address the school’s procedures for complying with existing laws related to school safety.
  • Evaluation of the school safety plan no less than once a year. Inspection of all safety-related plans and materials must be readily available to the public.

The bill requires each school district or county office of education to notify the State Department of Education by October 15,1998, of any schools that have not complied with the requirement of
developing a comprehensive school safety plan.

What is the goal of the Comprehensive School Safety Plan?
The goal is to protect students and staff from physical harm while caring for their emotional health and safety via developing a comprehensive plan. It is Goal 4 - School Climate of the School Academic Plan.

What Is A Comprehensive Safe School Plan? A comprehensive school safety plan includes the following:

  • Pro-social and positive behavioral and academic expectations for students and staff.
  • Child Abuse reporting procedures.
  • Disaster procedures, routine and emergency.
  • Suspension, expulsion, and mandatory expulsion policies posted and enforced.
  • Procedures to notify teachers of dangerous students.
  • A sexual harassment policy for staff and students. Anti-slur policy posted and enforced.
  • If the school has adopted a dress code, there is a provision that prohibits students from wearing“gang-related apparel”.
  • Procedures for safe entry and exit of students, parents and school employees to and from school.
  • A safe and orderly environment conducive to learning at the school.
