Elementary School Couseling
Grant (ESCG)
Historical Background:
SHPD received this 3-year grant from the Federal Department of Education to commence
during the 2006-2007 school year. The purpose of the ESCG is to enhance
and integrate mental health learning support/counseling services to achieve
optimal learning environments at our 19 SFUSD STAR schools.
Current Status:
During the first year of this grant, 3 Learning Support
Consultants (LSCs) are providing additional support to 12 STAR
schools in the following areas: 1) Building positive school
climate; 2) Developing effective Coordinated Service Teams (CSTs) and
Student Success Teams (SSTs); and 3) Developing more direct counseling
and group services for students and their families.
What is the ESCG?
This project is designed to: 1) Better meet the recommended student/mental
health professional ratios; 2) Fully integrate learning
support services into the school culture and learning environment;
3) Increase/enhance elementary school counseling resources; 4) Build
the capacity of school communities to identify student mental health
needs and make necessary modifications to school programs to meet these
needs; and 5) Provide teachers and parents with best practices on effective
communication about the linkage between children’s growth and
development and classroom success.
What strategies/support is provided by the ESCG?
1) Professional development, primarily in the areas of:
- Positive school climate
- Effective behavior management
- Effective and integrated Coordinated Service Teams (CST) and Student
Success Teams (SST)
- Development and implementation of student support groups
- Communication/ linkage between parents/caregivers and schools
2) Increase and develop counseling services, including additional mentoring
to new school site support/mental health staff.
3) Develop plans and strategies to improve/enhance school climate.
