Our ExCEL programs strive to create high quality school based afterschool experiences for youth. We imagine ourselves as a vehicle—supporting young people on their academic, social, and emotional journeys.

The windows on the bus help us get clear on the three primary programmatic areas of
any ExCEL program—

The wheels represent both the foundation and the mechanism that keep our programs constantly moving towards our goals.

The doors of the bus are labeled Equity and Access. Our ExCEL programs strive to create high quality school based after school experiences for students. We imagine ourselves as a vehicle—supporting young people on their academic,social, and emotional journeys.

    Ensuring equity is a necessary component in narrowing the achievement gap and addressing social injustice.  We work to ensure equity in our after school programs by recognizing, respecting, and attending to the diverse strengths and  challenges of the students we serve.
    ExCEL programs strive to provide access to high-quality program activities that are linked to learning so that all participating students benefit from positive learning opportunities. Equitable access also means providing families and students with information they need to make good decisions and choices that support their  success.




The development of the Quality Action Plan is informed by the Theory of Action and driven by data. The QAP improvement process helps sites to strategically plan and reflect on their practice. Intentional design and implementation of high quality programs will contribute to positive benefits for youth.

ExCEL’s Theory of Action illustrates how intentional program design and implementation
creates high quality programming and impacts student success. More than 20,000 students are served by ExCEL after school programs annually. Providing high quality after school experiences for these youth can result in positive benefits that may contribute towards their success in school and life. ExCEL’s Quality Action Plan is informed by this Theory of Action and grounded in the values of growth mindset. ExCEL after school programs participate in a structured planning & reflection journey to learn, grown, and provide high quality programs for SFUSD students.




ExCEL partners with school sites and communitybased organizations (CBOs) to build a  strong system of support. This system supports our site programs in creating and  implementing high quality after school experiences for SFUSD students.
