About Foster Youth Services Coordinating Program

The Foster Youth Services Coordinating Program (FYSCP) was created to address the specific needs of foster youth students.

What is the goal of the FYSCP Program?

The goal of the FYSCP is to support academic achievement, attendance, and positive school behaviors of foster youth attending school in SFUSD. 

What is the FYSCP?

Foster children have been removed from the care of their parents primarily because of abuse or neglect due to complex family, social and environmental conditions out of their control. Some children in foster care move frequently among emergency placements, foster families, guardian homes (kinship/relative or non-relative), and group homes. These changes often result in multiple school placements.  Because of these complexities in their lives, many foster youth perform below grade level, are held back in school, and have lower graduation rates than their peers.  In order to support foster children academically and emotionally, FYSCP was established to meet these needs.  FYSCP:

  • Provides individualized case management to support academic achievement, attendance and positive school behavior. 
  • Provides high school to college transitional support services through the Guardian Scholars Summer Academy.
  • Provides individual school or community-based tutoring services for foster youth students.
  • Designates sited-based FYSCP Liaisons to link foster youth to support, resources and a caring adult.
  • Advocates for foster youths’ educational needs.
  • Advocates locally and state-wide to improve school & child welfare policies.
  • Academic counseling and transcript analysis for high school students
  • Truancy support through home visits, SST/SART/SARB meetings, school-site and community partner collaboration

What else does the FYSCP do?

  • Offers professional development for schools, care providers, child welfare workers and others on the educational needs of foster youth.
  • Facilitates communication and collaboration between SFUSD staff, community agencies, child welfare workers/probation officers, and care providers.
  • Assists with immediate and appropriate school placement in coordination with the SFUSD AB490 Liaison. 
  • Promotes school-wide awareness of National Foster Care Month in May
